This research aims to identify the reality of strategic planning in the College of Basic Education (CBE), in terms of the clarity of the conceptual framework from the perspective of the faculty members in the College. It also attempts at identifying the actual practice of strategic planning at the College and the strengths and weaknesses in the institutional and academic performance. Furthermore, it define the extent to which the culture of strategic planning is dominant the College and the role of the organizational structure and the human elements in practicing strategic planning. Finally, the study aims to determine the differences between the individuals of the sample and the variables (years of experience, specialization/department and the academic degree) related to the institutional and academic performance. To achieve these goals, a questionnaire consisting of seven items was built. The questionnaire was answered by a sample of 350 faculty members from the population of 543 members. To answer the questions of the research, f≤0.01was used to show the differences in the responses of the sample to the items of the questionnaire.
The results were as follows:
Item 1 "the reality of strategic planning at the CBE): There were differences of statistical significance at the level (0.01) for the total points of the first question regarding "the practices of strategic planning at the College" in favor of "disagree." There were differences of statistical significance at the level (0.01) for the total points of the second question regarding "the vision and mission of the College" in favor of "disagree." There were differences of statistical significance at the level (0.01) for the total points of the third question regarding "the strategic goals of the College" in favor of "agree." There were differences of statistical significance at the level (0.01) for the total points of the fourth question regarding "analysis of the internal and external environment of the College" in favor of "agree." There were no differences of statistical significance for the total points of the first question regarding "plans, policies and programs of the College."
There were differences of statistical significance at the level (0.01) for the second item "implementation of strategic planning at the College" in favor of "agree."
There were differences of statistical significance at the level (0.01) for the third item "the organizational structure of the College" in favor of "agree."
There were differences of statistical significance at the level (0.01) for the fourth item "the human elements needed for the strategic planning of the College" in favor of "agree."
There were differences of statistical significance at the level (0.01) for the fifth item "disseminating the culture of strategic planning at the College" in favor of "agree."
There were differences of statistical significance at the level (0.01) for the sixth item "Evaluating strategic planning at the College" in favor of "agree."
There were differences of statistical significance at the level (0.05) for the seventh item "obstacles against strategic planning at the College" in favor of "agree."
