The study aimed to identify the Intellectual frameworks of the comprehensive school reform approach and its main areas of work in the pre-university education institutions by taking advantage of some advanced international experiences for applying this approach in Egyptian schools. To achieve this, the study relied on the analytical descriptive approach in order to reach the actual requirements which are required to be implemented in pre-university education institutions in Egypt, including the following: school autonomy as the procedural level of the educational process, establishing the educational supervision within schools, empowering teachers in their schools, increase community partnership, build professional learning communities within schools, and adopt a standards-based reform model, and application of academic accounting principles.
