Proposed Strategy to Activate Additional Financial Resources in Financing Educational Programs and Projects

Abstract

As the unequal equation between ambitions and capabilities continues, especially in developing countries, there is always a need to search for additional sources of financing, including external sources of financing, which foreign aid is one form. The current research came to address this issue, the issue of foreign aid in the field of education, especially with the government’s announcement in 2018 of the Ministry of Education and Technical Education’s program for comprehensive education reform, in partnership with the World Bank.The research sought to determine the extent to which the educational system benefits from foreign aid, by diagnosing the reality of foreign aid in the field of education, by describing the reality of that aid, and interpreting the results of this reality in light of international commitments regarding criteria for judging the effectiveness of foreign aid. The research resulted in a set of strengths and weaknesses that were taken as a basis - along with other factors - for building the proposed strategy, which represents one of the most important results of the research. The strategy included three axes covering the aspects of the assistance process: The first axis: improving government performance with regard to aid. This axis includes four paths: the path of legislation and laws, the path of national ownership of educational programs and projects, the path of capacity development, and the path of transparency and accountability. The second axis: improving donor practices, and it includes two tracks: the aid conditions track, and the coordination track. The third axis: interaction between donors and the recipient country. This axis includes two paths: the path of mutual accountability, and the path of harmonization.
