Abstract

      The study analyzes and discusses the accessibility level of technological environment  characteristics for information systems, and the relationship of engagement and impact of Kuwait PAAET HRs’ creative capabilities. The required data for the study were collected through a questionnaire list distributed to a random sample of personnel to represent all organizational sectors that comprise the study population. The study has reached several results, among of which are that the characteristics of technological environment for information systems are highly accessible and that their availability varies, as follows: Administrative Characteristics, Security and Safety, and Convenience.
The study results also show that PAAET HRs have  such creative capabilities (from their point of view) that enable them to perform their functions in creative ways and that their levels are varied as follows: fluency, originality, flexibility, analytical ability and sensitivity to problems.
There is a statistically significant correlation between the characteristics of IT technology environment and the creative abilities, severally and collectively. Such results indicate that the characteristics of technological environment (Administrative, Security and Safety, and Convenience) have an impact on the overall creative capabilities.
