Abstract

Egyptian universities are a cornerstone of scientific and intellectual progress and a key driver for achieving comprehensive development. They strive to keep pace with rapid advancements and enhance their competitiveness by attracting academic talents and developing human resource skills, contributing to improving the quality of education and scientific research. Strategic planning for academic human resource development is considered a fundamental investment aimed at improving the quality of education and research in universities both locally and internationally. Accordingly, the current study aimed to propose a strategic plan for the development of academic human resources in Egyptian universities. The study adopted a descriptive-analytical methodology, utilizing two strategic planning tools: Value Chain Analysis, to examine the internal activities of universities, identify strengths and weaknesses, and enhance academic and administrative processes, and Porter’s Five Forces Model, to analyze the external environment, including sector competition, suppliers, buyers, threats posed by substitutes, and the entry of new competitors. The study also relied on a survey of educational administration and planning experts to refine the proposed strategic plan. The findings resulted in a proposed strategic plan for developing academic human resources in Egyptian universities, which includes improving training and development systems, enhancing the academic work environment, and increasing collaboration with various sectors to support sustainable human development and achieve competitive advantage.
